79TH CONGRESS 2D SESSION CALENDAR NO. 1045 S. 1636 [REPORT BO. 1039] IN THE SENATE OF THE UNITED STATES NOVEMBER 30 (legislative day, OCTOBER 29), 1945 Mr. FULBRIGHT introduced the following bill; which was read twice and referred to the Committee on Military Affairs MARCH 12 (legislative day, MARCH 5), 1946 Reported by Mr. O'MAIIONEY, with an amendment [Omit the part struct through and insert the part printed in italic] A BILL To amend the Surplus Property Act of 1944 to designate the Department of State as the disposal agency for surplus property outside the continental United States, its Territories and possessions, and for other purposes. 1 Be it enacted by the Senate and House of Representatives 2 of the United States of America in Congress assembled, 3 That section 10 of the Surplus Property Act of 1944, as 4 amended, is hereby amended by adding a new subsection 5 (c) to read as follows: 6 "(c) Except as provided in subsection (b) of this section, 7 the Department of State shall be the sole disposal 8 agency for surplus property located outside the continental 9 United States, Hawaii, Alaska (including the Aleutian
