Mon. [Monday] Nov. [November] 14 – Today in Phoenix I gave the first address at the
Nat. [National] Conv. [Convention] Of the Nat. [National] Municipal League. Spoke on
gen’l [general] welfare clause and TVA [Tennessee Valley Authority].
In question period, I was asked about the Fed [Federal]
Govt. [Government] putting up the money and letting the States spend
the money. That’s OK. But fiscal principles
require Fed [Federal] responsibilities. “I am opposed”
to Fed [Federal] expenditures without the minimum
controls. Then I illustrated the fact that
its [sic] awfully easy to waste money when its [sic]
other fellows. Congress eg made a mistake
in returning rural rehab [rehabilitation] corp [corporation] funds to the States.
They had not put a single $ [dollar] into the fund – it
was Fed [Federal] money – impressed with a Fed [Federal] Trust
which was disregarded and no one can tell today
Just how it has been spent, etc.
Whereupon a stern looking man rose on
the front row and said The gentleman
talks about it being Fed [Federal] money “why I thought
it was the people’s money” (applause from
“Goldwater fans” (as a bystander later identified
them). Exactly – that’s why I don’t want it
wasted. Hard to speak after a non sequitur like that.
