No one in the Congress who has lived and worked with Brooks Hays over many years would voluntarily miss this special evening. I am deeply sorry that I cannot attend the testimonial dinner. Brooks knows what is in our hearts.
No one in American public life deserves his country's gratitude more than Brooks Hays. His is a firm record of achievement which neither the meanness nor the accidents of politics can erase.
Dedication to righteous causes, tolerance of genuine differences, and active efforts to promote constructive compromise -- these are the hallmarks of statesmanship. Brooks Hays can persevere in the confidence that the ideals and both the goals and the means with which he has been identified will win in the end.
